Get Power of Attorney Before a Dementia Diagnosis

Wish there was a solution how to stop siblings taking money from parent when doctor refuses to deem patient with dementia so therefore there is a loophole in this system that they can get away with it. Going to lawyer is waste of time and money when there isn’t anything I can do. Capacity assessment costs $1200. But need consent from patient. If refused. Loss of $$$. Any suggestions?
